Under the Istanbul Convention, stalking is understood as a form of violence against women, inter*, non-binary and trans* persons and obliges states parties to combat this and other forms of gender-based violence. The Istanbul Convention provides for measures to prevent, prosecute and protect victims. In Germany, stalking is considered a criminal offense under Section 238 of the German Criminal Code.
Those affected by repeated unwanted contact attempts and harassment are often significantly impaired in their quality and organization of life. The Stop-Stalking advice center works with people who exhibit stalking behavior as well as with those affected by stalking. This workshop aims to provide introductory knowledge about stalking and introduce key aspects of counseling work. The work with stalkers includes the assessment of the threat they pose and a psychosocial counseling process to avert the identified dangers from those affected. In particular, we would like to focus the workshop on the effects of stalking on those affected: Using practical case material, we would like to explore the psychological and social burdens together and work out protective measures and possible courses of action. In addition, there should be sufficient space to engage in an open exchange about the topic - to answer questions, to share experiences as a specialist or also due to being personally affected if desired. This should also make it possible to collectively counteract the experience of feeling exposed, helpless and powerless that often occurs in the course of stalking.
